There is the concept of half/quarter built housing. A construction team is called in to do the things that make the parts of the building that most people can’t do in DIY fashion. The building is constructed to be “habitable” and the owner does the finishing however and whenever he pleases.

Does the house have downspouts? If so are they dumping where you are finding the water? Lots of leaking basements can be cured by putting the downspouts into an underground pipe and getting the water away from the foundation. One other thought: Thoroseal. Thoroseal will work where other mortar doesn’t. Good luck with it. I like your approach to troubleshooting and home repair.

DIY for self-reliance is a strong message. Keep it up. America needs to hear it. Follow the politician who has actually worked in anti-poverty. Pays his dues (taxes) there.
